Project overview

Repair and reinforcement of Runway 15-33 and the commercial aircraft parking aprons at José Antonio Anzoátegui International Airport, carried out under a declared state of emergency (Decree No. 111, May 3, 1999). The contract was signed on November 26, 1999, and completed on February 26, 2000. Works included removing a 15 cm thick asphalt layer with a self-leveling reclaimer machine, sweeping and cleaning, adhesion treatment, paving 245,800 square meters with Asphalt Mix Type P-401 (47,500 tons), and marking the paved areas. Work was performed between 8:30 AM and 6:00 PM Monday to Saturday with Runway 15-33 fully closed; only small aircraft used Runway 02-20.

The Challenge

Repair and reinforce the main runway and parking aprons of an international airport under a declared state of emergency, with a very tight execution window (November 1999 – February 2000) and the need to maintain minimum operability through use of the secondary Runway 02-20 for small aircraft.

Vialpa Scope

Removal of 15 cm asphalt pavement with a self-leveling reclaimer machine; sweeping, cleaning and adhesion treatment; paving of 245,800 m² with 47,500 tons of P-401 asphalt mix; and marking of paved areas, under full closure of Runway 15-33.

Engineering / Construction Approach

Scheduling of Monday-to-Saturday work shifts (8:30 AM–6:00 PM) with Runway 15-33 fully closed, isolating small-aircraft operations on Runway 02-20, and sequential execution of milling, surface preparation, P-401 asphalt placement and marking, within the emergency deadline.

Operational Constraints

Full closure of Runway 15-33 Monday to Saturday (8:30 AM–6:00 PM); exclusive use of Runway 02-20 by small aircraft during the works period; execution under a state of emergency with a three-month contractual deadline.
